David was appointed Chief Human Resource Officer for the Civil Service in September 2015. His remit includes the development and implementation of HR policies in the civil service including workforce planning and policies on recruitment; promotion; mobility; secondment, redeployment and performance management. It also includes the Senior Public Service. Prior to joining the Civil Service he held the position of Director of Human Resources at the Dublin Institute of Technology.
